Notifications

As a user, I would like to have more customization over the message formats of REST endpoints by being able to use substitution parameters.

As a Notification user I would like to assign specific people to receive notifications based on the location of the equipment since my equipment travels all the time and different people are responsible for the equipment based on the location of it.
