Asset-Analytics: Restrict users who can start/stop analyses
As a PI Administrator/Super User, I want to control which users can start or stop analyses. This would allow users to create analyses and preview their results, and for administrators to review them before they are put into production.
When force shifting an archive, the following message is displayed:
"Warning: This shift will clear data from the target archive. Are you sure you want to force an archive shift on to a new archive?"
