Allow attribute templates to be referenced across different element templates using substitution parameters
By allowing for attribute templates to be referenced across element templates allows for increased flexibility in build AF hierarchies without the need for duplicating attribute templates. .

If the below enhancement were fulfilled, then I think it would cover this use case without the need for additional substitution parameters (SP).
Plus, SP are really only used at the element or EF level to reference values or properties of themselves or other instantiated elements/EF, so I'm not sure how substitutions between templates would work.
