Add the Unicode support for RDBMS interface

When connecting Redis database via DSN we get error. As interface is ASCII and Redis is Unicode. Please add the unicode support for RDBMS interface.

    OSIsoft has customers all over the world. Unicode should be supported by all PI programs. In fact, I would even go as far to say that it should be the default or possibly even the only supported encoding. Also, this suggestion should be moved here: https://feedback.osisoft.com/forums/555142-pi-interfaces?category_id=183805
