XML Export/Import supports renaming of objects when the Preserve ID option is selected. It would be useful if this could be extended to support moving of objects when the Preserve ID option is selected, e.g. moving an Element from one location in the hierarchy to another location. This will make it easier to move Elements in a Development environment and then bulk export/import the Development database into Test and Prod to apply the Element moves.

The current implementation involves parsing the XML file sequentially from top to bottom. This makes it impossible to support moving objects. At this time, we do not have any plans to completely redo the import/export mechanism to support this idea.
