Support for localized element and attribute names

As an user, I want to be able to have a localized element and attribute name in addition to the base language, so that my users do not have to learn a different language.

    Thank you very much for sharing your feedback on the PI Server. After further evaluation, we have decided to decline this item, as we are not planning on implementing it in the near future due to other high priority items across the PI System.     Several customers and potential customers would really need this function. They are multinational corporations, so in Russia people would need Russian AF model, but it should switch to English/French/Spanish/Chinese etc. model smoothly for users in other countries.

    I would add we need support for localized UOM names as well. Most users will be familiar with metric units, but units such as "count", "week", etc would benefit from being displayed in a localized form. (For example, to count things in Japanese 番 would typically be used, 週 instead of week, etc.).
