Ability to send a notification as a voice call to a phone
As a notification user, I want to receive a phone call when my equipment fails and I want the message I had configured in the format read out to me.

It is not OSIsoft's core competency to build this. However, if there are 3rd party services that can accept a REST web services call, it may be possible to send a notifications to such an end point.
This would be very useful in the event something occurs during the night, as there's a much better chance repeated ringing from a phone call will wake you versus a single text. A pre-recorded message could be played back when the call is answered.
Stephen, can you share 3rd party services that support this functionality? I've reached out to Twilio but would be interested in other players as well.
