Asset-Analytics: Restrict users who can start/stop analyses

As a PI Administrator/Super User, I want to control which users can start or stop analyses. This would allow users to create analyses and preview their results, and for administrators to review them before they are put into production.

    The development of scaling asset analytics by enabling multiple PI Analysis Service to be configured per AF Server will bring security enhancements to Asset Analytics. This feature will be included in the upcoming hybrid PI Server release targeted for Q1 2027.

    Specifically, administrators will have the ability to restrict user access to each instance. This means it is possible for each user to be assigned to only have the ability to create and edit analyses on their specified instance, and not on all instances.

    Please note this does not allow administrators to restrict users on an individual analysis level, but instead only on the Analysis Service instance level. If more granular security is required, please share use cases of those instances.
