Fix PI Builder publication of AF Analyses with annotations

When publishing an AF Analysis via PI Builder, if the AnalysisRuleConfigString has annotations (preceded by "//"), then the entire portion of the ConfigString that follows is treated as a comment. There needs to be a way to specify an end-of-comment within the AnalysisRuleConfigString.

Typically, the annotation has its own line within PI System Explorer, and the end is specificed by pressing Shift+Enter to create a new line. But this new line does not export to PI Builder, nor is it recognized when publishing from PI Builder.
