online managed switch of primary member in a collective

Hi,

this idea is to allow an automated command in the collective manager in order to perform in a single command downgrade the current primary server to just "secondary" role without rebuilding "all" the DA server, and at the same time to promote another secondary server to be primary.

this will allow more easy switching in case of maintenance on the current primary without losing the ability to perform actions on pi server DA.
