Ability for admins to restrict PI Data query to 2 years at a time.

I would like to restrict PI Vision users from pulling data for more than 2 years at a stretch. This setting should also restrict the PI Data link as well. This will make the software more robust to query timeout. Just let users know they need to ask admins to fetch huge volumes of data instead of them doing it. Alternately they can fetch data in chunks of 2 years.
