Ability to disable recalculation at the Database level in AF

Currently backfilling and recalculation are only enabled and disabled at the global and element level.

There are instances where users of Asset Analytics, particularly when it comes to event frames, experience automatic recalculation upon a service restart.

If users were able to disable at the database level in AF, they would have more options for organizing their analytics to absorb forced and planned restarts without disrupting any other applications that rely on the data it produces.
