Improve performance of creating large numbers of new tags

I have three large customers who have experienced PI Data Archive performance issues when large numbers of tags are being created. Specifically, record locks seem to take an extra large time (e.g., more than 15 minutes) to clear, and data updates start queueing up. There are often other contributing factors, such as heaving PI Vision display queries happening at the same time. At least one customer noted that the issue can mimic a Network issue as the PI Network Manager locks up. Sometimes the file locking also causes buffer corruption and tag creation failures.
