Segment PI Tag Delete Permissions

Want to be able to allow some users the ability to create and modify tags, but to avoid the issues with deleted tags being hard to recover or accidents, remove their ability to delete tags.

Currently, PI Tag Security has only two options: Read/Write

If someone has write permissions, then they have the ability to delete tags with write permissions.
