Adding an identity to an established large system can cause a flood of change records, leading to performance issues.
The AFDiag /AddIdentity feature will bypass this issue, but it would be more convenient to have this functionality included in PSE.
I think this should be treated with more resources. I would say this should be a security issue and be solved right away - it's like a denial of service attack. Changing the rights in AF simply takes down our services needed most by users. When simply changing rights, our AF server stops responding, our PI Vision system is rendered useless, outage on a system like PI is not acceptable for what we pay for it. There is no work around or great way to modify rights currently by AVEVA without some sort of outage. This has been a known problem for years and not addressed. Frankly, we shouldn't be needing to vote on things like this.
