In many cases, not all users receive the same email, so using the To field would be a somewhat limited approach. Each user can receive a different format and even if the same format is chosen, some content maybe be different for each user (e.g. escalation level is specific to the team the user is in). Would it be sufficient to add other email recipients to the Reply-To field? That way you may reply to everyone who received the notification. I'm not sure how visible this is in email clients. It does not seem to be easily viewable in Outlook 2016. In Gmail, it appears when the details section is expanded. Of course in both you can see the list if you hit reply.
We have similar request from our user. Currently, PI Notification doesn't send a group mail. It creates a separate mail from each user in the subscription list individually. This way it takes care of the formats created for each user and sends the mail accordingly.
I am not sure adding all the users subscribed for a particular notification can be included in To, CC or BCC is possible, since adding will mean that everyone will receive the mail (with the format) which is intended for a particular user. Notifications using Global Format can have this liberty.

Is this item implemented in such a way that you can see all recipients from all configured groups the email has been sent to? Because I only see the recipients when configured in the same delivery channel.

it was not made clear and isn't exactly intuitive what the effective solution is here.
basically the delivery endpoint is used as a 'email group' instead of using the actual Group in System explorer. The delivery endpoint can have separate emails listed in the "To Email" section, separated by commas
