Open Default Delivery Format When Opening Manage Formats

Currently, when you click on Manage Formats for a Notification Rule, the window opens the Global Default Email in Design mode. This window should open the Notification Rule's default Delivery Format instead, to reduce unnecessary clicking and potential confusion.
